Quality Development at vocational schools in Berlin (QEBS)

In the context of the implementation of Berlin's new school law (effective January 26th, 2004) the project focused on the extended autonomy of individual schools, the development of school programs, and their methodical internal evaluation. To support the implementation of these governance policies as driven by legislature and administration several institutions were involved: RKW Berlin GmbH as project holder, the Department of Business Education at Humboldt-University Berlin as scientific foundation and consultant, and 13 vocational schools in Berlin.

One target of the project was the internal evaluation of all 13 schools involved. This should serve as a data-basis for individual strength/weakness-analyses for the development of the schools and their curricula. This also fulfills the statutory internal evaluation and should result in the statutory evaluation report. Standardized questionnaires were used to survey perceptions and reactions towards reforms brought about by educational policy as well as intra-school structures (with school management), processes and motivations.
