The Institute of Peace and Strategic Studies (IPSS), Gulu University, Uganda
The Institute of Peace and Strategic Studies (IPSS) at Gulu University is a multi-disciplinary academic institution that was founded in 2003 in the war-ravaged region of northern Uganda as the Centre for Conflict Transformation and Peace Studies, and elevated to an Institute in 2007. IPSS promotes an interdisciplinary, action-oriented and community-centred approach in the field of Peace, Conflict and Strategic Studies and any other discipline that bears relevance to the peace interests and needs of the community. IPSS offers Postgraduate Diploma and Master programmes in Conflict Management and Peace Studies, Conflict Transformation Studies, and Governance and Ethics; a Bachelor programme in Strategic Studies; and special courses and trainings in Peace Education, Conflict Transformation, Security Studies, Transitional Justice and Conflict-sensitive Programming, among others. The Institute also engages in research, dissemination of knowledge and community service, in accordance with Gulu University’s motto ‘For Community Transformation’. Its Community Outreach Peace Programme (COPP) supports community-based peace building and development initiatives, conducts research related to conflict transformation, and engages in advocacy and networking to influence policies and decision-making. The Institute’s expertise has widely been recognized by national and international partners from academia and practitioners as demonstrated by numerous co-operations in teaching and research, development and advisory activities and consultancy work.
The WSDFs were formed by MWE as a mechanism for funding water and sanitation investments in Small Towns (STs), Town Boards (TB) and Rural Growth Centres (RGCs) using a demand driven approach. The WSDF was first piloted in south western region of Uganda in 1996. Currently, there are four regional branches with their headquarters in Mbarara, Wakiso, Lira, and Mbale districts. The funding for the WSDFs has been managed under the Joint Partnership Fund (JPF): counter - part funding from German financial Cooperation through KfW, European Union, Austrian Development Cooperation and The African Development Bank (ADB).
The WSDF-N is a funding mechanism for investments in water supply and sanitation facilities in small towns and RGCs in northern Uganda including water supplies in former IDP camps. The Facility forms part of the nationally identified programmes in the National sector framework implemented under the Joint Water and Sanitation Sector Programme Support (JWSSPS). The WSDF-N funding is through a joint contribution of GoU, and Development Partner; KfW. The programme is currently covering 23 districts in the Lango, Acholi, and West Nile sub-regions of northern Uganda.
WSDF-N interventions contribute towards
- Increased water supply service coverage for STs/RGCs in a pro-poor sensitive manner.
- Improved urban sanitation and hygiene services in STs/RGCs.
- This is achieved through;
- Construction of Piped water supply systems and Sanitation facilities in the small towns and Rural Growth Centres ,
- Carrying out promotional campaigns aimed at improving latrine coverage, personal hygiene like hand washing after visiting latrine, and water source catchment protection;
- Building capacities of Local Authorities and communities to sustainably operate and manage the investments put in place,
- Sensitisation of communities on water and sanitation to ensure their effective participation and ownership through trainings, workshops, meetings, home visits, radios, traditional and print media.

The College seeks to champion its mission: “to promote the disciplines of humanities and social sciences through teaching, learning, research, and knowledge transfer partnerships” through developing innovative and well-enriched curricula in the various disciplines at the college.
KfW is the promotional bank of the Federal Republic of Germany founded in 1948 as Kreditanstalt für Wiederaufbau. The KfW Development Bank (KfW Entwicklungsbank) carries out Germany’s financial cooperation on behalf of the federal government, thus helping the German Federal Government to achieve its goals in development policy and international development cooperation for more than 50 years. KfW Development Bank supports Uganda in three core areas, which are the support to establish sustainable energy supply, providing access to drinking water and sanitation facilities as well as encouraging access to finance in order to reduce poverty, strengthen the economy and increase employment. Especially in the water sector, KfW Development Bank is supporting activities in the North of the country, which is recovering from a decade-long civil war. Together with the Ministry of Water and Environment and its deconcentrated service WSDF-N, KfW is for example financing the establishment and extension of the water and sanitation systems in towns, former refugee camps and in new rural growth centres. The students will conduct research along the implementation of these projects.
