Current Prospects for the EU before the Irish Referendum

The EU faces nowadays the controversial ratification of the Lisbon Treaty before an identity crisis and the most negative world economic context. Our discussion will have a quick glance to the origins, grounds and main landmarks of the integration process to move soon to the constitutional "momentum": the well-known speech by Joschka Fischer at Humboldt University, Berlin, May 12th 2001, under the title "From Confederacy to Federation". Thoughts on the Finality of European Integration, has been considered by many scholars as the launching of "European Constitutionalism". Certainly, the EU in the 21st century needs to strengthen political union/integration in order to deal more effectively with global challenges – the economic crisis and the energy/ climate change, some relevant issues of the recent European Council in Brussels, are good examples. We will outline the main axis of the Constitutional Treaty and will deepen into the failure of the referenda in France and the Netherlands in 2005, which led to the adoption of the Lisbon Treaty. The last part of the lecture will be devoted to the Lisbon Treaty, the Irish negative referendum and the solutions agreed by the European Council in Brussels, 11–12 December 2008.

Leocadia Díaz Romero has a degree in Law, Master on Juridical Practice and PhD on European Constitutional Law. She has had previous experience as substituting judge. Focusing on academic life, she has taught European Law, European Studies, Constitutional Law, International Law, Information Law, bilingual seminars and modules within a master. L. Díaz speaks – apart from Spanish – English, French, Italian and has notions of German. She has stays throughout all Europe and the USA (Loyola U. in Chicago, Berkeley, New York University), as well as in researching centers and institutes (EUI, Florence; CRIE, Siena; IEE, ULB, Brussels). L. Díaz appreciates Germany and the Germans very much and has started to have contacts with some German professors and institutes. She belongs to some Spanish and European Law associations and networks.
