Statute law of the student body

The student body regulates its own internal affairs. This is done primarily by enacting the Statute and other regulations. In the following overview these are briefly presented and offered for download.
For a better overview in case of changes, a consolidated version is also available in some cases. However, only the versions published in the publishing journal of the Johannes Gutenberg University Mainz are officially valid. The rules of procedure of the organs are not published in the official journal. In the case of these, the publication is carried out by the respective organ on its own responsibility.
Regulations that have ceased to be in force or no longer have any scope of application are set in italics. Older regulations that have expired or no longer have an area of application can be requested from the Department of legal Affairs. If necessary, fees may be charged for this. Old regulations can also be viewed in the University Archive.
Regulations that are currently still being processed, i.e. that have been submitted to the student parliament for consultation and decision making or to the president for approval, but have not yet been published, are not available here. These documents can be viewed on the Teamweb of the student parliament.
The Department of Legal Affairs plans to provide translations of the Statute and other regulations. However, only the German versions published in the publishing journal of the Johannes Gutenberg University Mainz are officially valid.

The Statute was adopted on the basis of § 108 (3) Clause 1 No. 1 University Law. It regulates the basic structures of the student body. This includes the essential structures and tasks of the organs of the student body. There is a consolidated version.

Note: The Student Parliament has decided on 10.07.2020 a 4th amendment of the Statute. This is still pending for approval and publication..

Note: On 28.09.2020, the General Students' Committee requested the adoption of a 5th amendment to the statutes in the students' parliament. This is still pending for resolution, approval and publication.
Attention: The internal data of table “1” is corrupted!
The Financial Regulations were adopted on the basis of § 110 (2) Clause 2, § 111 (2) University Law. They represent the financial constitution of the student body. They regulate the preparation and implementation of the budget, the presentation of accounts, auditing and other financial provisions. A consolidated version is not available.

Note: The Student Parliament adopted new Financial Regulations on 09.05.2019. These are still pending for approval and publication.
Attention: The internal data of table “2” is corrupted!
The Election Regulations were adopted on the basis of § 108 (3) Clause 1 No. 2 University Law. They regulate the elections to the Student Parliament and to the autonomous departments of the AStA. A consolidated version does not exist, since the current election regulations have not yet been amended.

Note: The General Students' Committee has requested the adoption of new election regulations in the Student Parliament on 28.09.2020. These are still pending for resolution, approval and publication.
Attention: The internal data of table “3” is corrupted!
The Contribution Regulations were adopted on the basis of § 108 (3) Clause 1 No. 3, 110 (1) University Law. They regulate the obligation of students to pay contributions. The students' contributions are used to finance the semester ticket and other services offered by the AStA. The semester fee includes a contribution that is levied by the Studierendenwerk Mainz in addition to the student body's contribution according to the contribution regulations. There is a consolidated version.
Attention: The internal data of table “4” is corrupted!
The Semesterticket Hardship Case Regulations supplement the Contribution Regulations. They regulate cases in which the major part of the contribution - namely the semester ticket portion - can be refunded to students or in which students can receive a subsidy for this. There is a consolidated version. Information about the refund and subsidy procedure is provided here by our Department of Transport.
Attention: The internal data of table “5” is corrupted!
The Award Regulations regulate the allocation of services of the Student Assistance Fund. A consolidated version does not exist, because the current allocation regulations have not yet been amended. Information about the services is provided here by our Social Services Department.

Note: The student parliament passed an amendment on 14.09.2020. This is still pending for publication.

The Rules of Procedure of the student parliament regulate the course of proceedings within the student parliament. This includes the filing of applications, the course of meetings and regulations about the committees. A consolidated version does not exist, since the current rules of procedure have not yet been amended.

The Rules of Procedure of the ZeFaR regulate the course of proceedings within the ZeFaR. This includes the submission of applications, the course of meetings and regulations on registrations. Due to the provisions of the Statute, the ZeFaR has considerable regulatory competence in its rules of procedure. A consolidated version does not exist, since the current rules of procedure have not yet been amended.

The rules of procedure of the General Students' Committee regulate the procedure within the General Students' Committee. This includes the application process, the course of meetings and other internal regulations. There is a consolidated version.
Attention: The internal data of table “9” is corrupted!
According to Article 49 of the Statute, the General Assembly may adopt rules of procedure. The Student Parliament has issued a basic version of these Rules of Procedure, which shall apply unless the General Assembly decides on different Rules of Procedure. A consolidated version does not exist because the current basic version has not yet been amended.

The Rules of Procedure of the Student Sports Committee regulate the procedure within the Student Sports Committee.

The Referendum Regulations contain more detailed provisions on the referendum intended in volume IV of the Statute.

Note: At present, no Referendum Regulations are in force.
The Regulationss on Students Initiatives regulate the allocation of services to student initiatives (university groups) by the AStA. A consolidated version does not exist, as the current Regulationss on Students Initiatives have not yet been amended. Information about the services is provided here.
